Please excuse what may be an ignorant question, but are these multiple auctions First in First Out, or Last in First Out?

Ie 4 bidders each bid: 1 @ 0.02.
Another bidders says: 1 @ 0.025

Auction ends.

Is the first or last person to bid 0.02 kicked off the list?

Pretty sure it works like this:

1 bidder would win 1 @ .025 and the other 3 would win @ .02

Edit - sorry missed the complexity of your question there - I believe the first person to bid @ .02 would be knocked off.  Chris, please correct if that is not right.
