I just went through their whitepaper a bit, and measures mentioned there (page 12 ) are not reassuring ( no temporary emails, emails have to be verified, only 1 review per exchange etc) at all, and I see heavy potential for abuse. As we all know, if something can be abused, it will be, 100%. Since huge majority of exchanges (if not all of them) are ready to fake volume, they will try to abuse this as well. Like ICOBench with all those "experts" selling fake reviews.

I can see it already, people advertising selling reviews, like they are doing for Trustpilot.

There is no well-known website where people can get reviews and user opinions on Crypto Exchanges, ProExchangers is a platform where people can go to get user opinions and give their opinions on Crypto Exchanges.

This description isn't enough reliable. Mainly because there are good platforms that provide this kind of services. I can advice you to take a look at :
-Revain platform here : https://revain.org/ which is a great source of reviews about exchanges and other crypto entities. I use it frequently by adding feedbacks about my experiences with different platforms.
-BestChange (link in my signature) which becomes a well known platform rating good exchanges. And i think it is not that easy to compete with it as it's a public platform which requires no registration to be used.

Just checked out the website and you are using the same metrics for ranking exchanges that made coinmarketcap unpopular among some crypto enthusiasts.
Looking at you rankings by trade volume i didn't know 4/5 exchanges existed until today. The fifth one, bitforex has also known to fake trading volume and also scamming some people.
So how are you going to convince people to trust you ranking list that is full of scam exchanges?

We are blocking several email providers especially email services that people can get without providing a phone number.

Maybe you should put up much more strict rules regarding reviews if you are going to majorly relay on them. Having multiple emails even if they are not throw away emails is quite easy. For example there are services that provide temporary verifications for Gmail account using very many phone numbers. Some charge $0.1 per verification number. So someone can even have over 100 verified Gmail accounts for just $10

And trust me, scammers or exchanges that fake volume can do anything to keep up their reviews faked too. It will be an even easier job for them as compared to faking volume. Just look at how messed up trustpilot is.

Not a bad idea but just in case the culprits decided to spin the text. Then that anti plagiarism tool may not work well. I don't know if it's practical but maybe you could also put in a mechanism to determine the weight of a review depending on the age of the account, number of other reviews among other factors

Not a bad idea but just in case the culprits decided to spin the text. Then that anti plagiarism tool may not work well.

Alternatively, they can implement a "paraphrasing tool" for fixing that issue ^{[to an extent]}.
