Actually you have a small wrong in your question.ICO coins are not available in exchanges and ICO means Initial Coin Offering.To buy ICO coin you have to use own website from the project.

Again IEO coins are available to buy from an exchange where it is launched.And IEO means Initial
Exchange Offering which is not available to buy outside of exchange before launch.
So hope now you got proper answer regarding your question about ICO.
OP is a Newbie and i think just starting to venture here in Crypto thats why he has no idea whats the different between the 2,Maybe He is pointing about IEO because Looking for exchange.
But if He is into ICO then what you said is correct buying in developers site but this is too risky as the scams mostly happening in pre sale ,Lets Hope he knows what to do right and listen to the advice put here by the majority.

as far as I know, with ICO systems, you can't do that. because basically the distribution of tokens to all participants will be done after the ICO is finished. but, you might be able to do it with IEO. some IEO projects have been listed earlier before the IEO has actually been completed in several markets. it aims to strengthen investor confidence

Yeah right, we can only get ICO token when they make an ICO program, meaning we can only buy their tokens only on their website during ICO period, and we will get ICO tokens after ICO finished, it is different from the IEO program where we can directly buy their tokens on Exchange.

This is quite simple, you want to buy ICO tokens, you have to buy where they specify. It displays very detailed on the their website before private sale.

Many things happened during the era of ICOs and I wouldn't be surprised if it actually took place, but to the best of my knowledge, ICO is different from IEO where ICO takes place on the website of the project. Nowadays, since IEO is the order of the day, all buying of tokens takes place on the exchange alone unless they will host a private sell first, then move to exchange to finish up but in all cases, once IEO starts no more token will be sold except on the exchange.
Yes, and one more thing is that by name both of them already look different, although the goal is also almost the same, namely selling tokens during the fundraising period so that the project can be successful, only in this case the ICO looks weaker so that the scammers are very easy to take advantage of the ICO's weaknesses for them make it a fraud field.

You can only buy from their website. That's how the ICO works, or you can wait for it to be listed at exchanges and buy them. I'm pretty sure the price will drop a lot after being listed at the exchanges

I think the OP is referring to people offering the ICO offering to him directly, if that is the case this person is likely to scam you since if there are no official announcements coming from the ICO team about other offerings what this person is offering to you might be just a scam. Remember that you should rely on what the ICO team is saying on where their pre-sale is available and not believe what other people are telling, if someone offered you a specific number and they are offering you the ICO earlier even if the sale is not done yet this will be a red flag that the person is trying to scam you.

You can't  purchase the token of ICO outside the exchange because it has yet to launch on the Exchange. At first the tokens are sold at ICO by the project team on their website as a public sale or private sale with more discount. So, at first you have to purchase the token from ICO or before the ICO if the company is selling out the token with an private sale in discount. Again, IEO is the same but a refined concept of the ICO which is directly lunch on the Exchanges.

I don't know if this is a typo error or OP is not aware that ICO sales are not held on exchange the project has a page for their crowdfunding.
ICO is an old and will be obsolete type of crowdfunding, because investors trust token sale held in exchange via IEO than ICO.

of course yes. sometimes its called presale and a different stage of ICO. this are usually done on the website of the project. majority of the projects are no longer using this method to raise funds for their project. whats in vogue now is IEO which take place on exchanges and trading will commence after the sale is over.

Of course you can, this is usually called OTC (Over-the-counter) or off-exchange. Buyers and sellers meet directly in a place, in this case we usually use a telegram as a place. Some tokens / coins are traded like that before entering into official exchange.

ICO tokens cannot be bought anywhere else aside the project ICO launchpad or website for the ICO. Its only IEOs that be bought on exchange. You can buy tokens not having an ICO anywhere but for ICO tokens, it can only be bought from project ICO launchpad

And usually each project will also choose one of the two things, because if the project makes a fundraiser through IEO, of course the team will not make fundraising in the form of ICO anymore, moreover it is already disliked by all investors, even if it is made, it will be in vain -just.

Accurate! You can only purchase ICO on the Exchange that the project is listed and accompanied by. However, personally, I think ICO projects are not as profitable and valuable to invest right now. Furthermore, investing in ICO projects contains a great risk of being scammed. It has been happening many and many times in this market.  
The situation remains the same if you are not investing in established coins and projects, there is a higher risk that these projects may die off eventually or end up financially broken with some sort of sob stories where the developer ran away with the money they collected and so on, so there is always a high risk related to news projects be it ICO or IEO.

@OP initial public offering is offered by the team and no one else could provide that unless they are the team member and if you are approached by someone else make sure they are scammers.
