Why not run a campaign here where you can possibly get a organic members on your telegram channel, since adding members without their personal consent will result to a mass reporting to your channel as well you might get a fake member which will not contribute on discussion also in development of your project.

Hire a reputable campaign manager and he will discuss the things you needed and also don't forget to have a promotions/competition so that your real users will have reason to stay and will not leave.

People will obviously think that you have fake members if you want bot you have 5000 members and only 50 active members that will put suspicious on your group, I suspect that you are up to something because if you are building a community, you will not utilize a robot to do that for you if your group added people randomly your group will be reported and disabled.

I've chatted with him. Obviously, it's a scammer. I was telling him, he can get 10K users for ~15$, but he was saying me he would pay 250$. Really, fishy attitude. Be careful.

Isn't that your option? @Boris007 says it has invited enough member to your channel and he got nothing with it.

He promised to pay 250 USD in BTC and vanished when I gave him a good demo with ample number of members.

Breaking the conversation by blocking the account is not a good solution, as if you are avoiding your dependents to pay at least what is appropriate.
If you want people to believe your offer, please solve your problem first in the accusation thread.
