Are you proposing that one should be able to pay a small fee (before registering) to be able to completely circumvent solving a captcha (i.e. not needed for registration and login) ?
Yes. I added the part that requires paying fees to make it more difficult for spammers.

The problem with captcha is that you need to enable JavaScript as they collect some of your data.

Would it be generated on every IP login, will a single IP get multiple addresses to pay to when they access the forum at different times as guests? I don't know how much data the forum stores, but for this to happen I guess the admins would need to access every unique login and know when the forum is accessed from a new device.
Each IP will have an address and it will be requested that you pay for that address and not update the page or that the payment will be sent with a code assigned to you upon payment. You will enter the payment and the custom code to get the profit.
It is for free since its activation and with the success of the merit system, I won't see scenario in which theymos will do the following serious restrictions. I believe it will be free.
