I don't know if “encrypt„ is the correct word, but I'm picturing of a software like winrar that creates files' rar. In order to open it, your submitted password's hash must be the same with the rar's hash.

Are there any similar programs?

A hashed password that produces the same hash as a file which has a different content, is problematic because the hashing has collisions. https://en.wikipedia.org/wiki/Collision_(computer_science)

There has never been heard any SHA256 collision. But collision is not what I asked.
