Why you are buying an account when you already have one? If you are using it to conduct such services here no need to buy an account, you can use this to promote or do some deals. Its allowed but members here are highly discourage sales of account.

Also you are not sure the history of the account, it could get you in trouble if he has some bad reputation or pending transaction debt or loan that has not been settled. There are some I noticed sometime selling but always be cautious when dealing with it. Or yet dont pursue at all.

I guess there are three things that you want to do here create an announcement transact or participate in bounty campaign, all of these can be done by upgrading your account to copper member, there's a risk involve buying an account here if you are traced you will be red tagged, and you will just waste your money.

Why would you buy Member account from someone else when you can easily upgrade your own account to Copper Member tank and remove most of the restrictions? It costs measly 0.0027 BTC and you are good to go. Instead, you got your newbie account tagged, and even if someone contacts you that is willing to sell account, chances are good it will be a scammer. From what I can see, you are on the forum since 2016, you should have known better than this...

More reasons that you should never think of buying an account. Any changes will be detected on the forum and on third party sites.

I see you ask to buy Jr. member account that is not too difficult. One merit and boom you will become a Junior Member. Writing some constructive posts and you will get it, officially, and you will have legit account, fella.

Just a suggestion  its better to buy copper membership than buying use account by other user's.

Since we live in different country  there is a chance that you can buy an account that regularly post in local section  which is different from your country and can easily be detected and they can mark your account  as bought account if proven.

Other reason is there is also chances that you Will be contacted by a newbie or scam by members that plan to sell an account to you,   since you can't use  escrow for that kind of transaction to make it safe for both parties.

He is looking for signature campaigns. He was mentioned a member and above because she is the only accounts that can wear signatures and it is difficult to participate in a campaign using Copper rank.
Collecting 10 Merits is not difficult, you need about 60 days in addition to 10 Merits, 1 Merit every 6 days is not difficult.

you will find accounts with the highest ranks, but most of them will be before the merit system is activated and therefore it is useless.
