Tbh, I don't have any rough concept about the logo. All I want is someone creative to think on the design and get the best out of scratch. That's the reason why I asked to showcase the portfolio before selecting any individual.

Logo contest for $25? Does designing/creating a logo is easy for you? and does it really okay for you a 25 worth of logo that will represents your brand?
You can hire someone for such amount but don't expect of the output that much though.
Yes, it actually is not that complex work. A good designer can design a logo in less than an hour. I've seen a number of designers working on as low as $10 to $20 per hour basis so why would this not be beneficial for those designers? Also, I would never accept a poor logo to showcase my brand to the world so I have strictly mentioned about attaching the portfolio with any application.
I assume, 25$ for an hour would be an appropriate payrate.

So is this a Contest? or you looking to hire a designer? If it was a contest there would be no need for a portfolio, just users submitting designs.
Actually this is a contest as I'd be choosing the best portfolio holder but as the budget is as low as $25 so I don't wish any of the designers taking efforts to design the logo and than getting rejected. This would leave them with no pay for their efforts and I'd personally hate it.
That's why I prefer the designers to apply with your portfolios and basic contact details and I'll start going through the portfolios.

Mate, you can't believe that even with lower amount, people are selling themselves for such services. I have worked with couple of projects, built some websites; have seen a lot of people who can work for penny although their work deserve more payment. Although I don't think expecting a good quality logo with $25 is unlikely but there are a lot of people who even do the work for $10, yeah I have seen that.
Yeah, even I've seen many designers designing logo for $10 onwards. They do have talent but mostly even work for smaller payrates. $25 is somehow a good amount according to me in this highly competitive world.
