Unfortunately, she's out of range, I can't ship to her location  I'm more than happy to ship directly if I'm able. I have tracking and can verify reception myself. It's just if my post office will let me.

I'm trying to be as fair as possible but because of shipping restrictions I need to work through this person by person. Some people have made great offers and then found out we can't ship. Sorry.

Another example is Russia, no mail at all not even surface and we have access to the trans-siberian railway  

I find it really odd too, but I can only ship to the specific States above, and sometimes not entire States! California is another example I can't ship above 93999 even though there are postcodes in CA around 95000.... It's not my choice this is all the info I get from my post office administrators.
