Is there a way of moving a certain amount of bitcoin from one address in Bitcoin Core Wallet to another address in the same Bitcoin Core Wallet?

Is there a command?

Unless I am not understanding what you want.
Just send the amount you want from the one address to the other. It's a regular transaction.
You can also specify the change address if you need to sent the rest to another address in the wallet.

If you mean for free w/o creating a TX then no.

You do it as a simple send address a to address b

both in the same wallet.

you have to pay a fee.

there are a few ways to try and save on cost.

you can pay 25 sats per byte.  which will make it be able to be accelerated using viabtc transaction accelerator.

using that is a p.i.t.a. but it will get the job done.

eventually all the coin can be merged to address b. once it is all there if you send to address c

address c will have only one input and can be sent out of the wallet more cheaply.

all of the above is why I use doge and ltc along with btc.

when i would do a complex escrow it would take a lot of effort to merge and consolidate to save some coin on tx fees. sometimes an entire day of accelerating transactions it may save a lot maybe 50 usd in fees.

now i simply leave btc alone as much as i can. and move things with ltc and doge.

I think you're looking for Coin Control (in my version: Settings > Options > Wallet > Enable coin control features).
After enabling coin control, click Send > Inputs > select what you want to send, and send it to your own address.

I always use coin control, it's better for privacy, and I like to be in charge of how many inputs are used.

you can pay 25 sats per byte.
If your transaction isn't in a rush, you can use much lower fees.

Actually if it is multiple inputs and enough bytes you can do lower. then 25 sats

1 input is around 255 bytes. x 40 sats = over viabtc minimum
2 input is around 510 bytes x 20 sats = over viabtc minimum
3 input is around 765 bytes x 15 sats = over viabtc minimum
4 input is around 1020 bytes  x 11 sats = over viabtc minimum

using the free accelerator during crowded times can take hours to get it in.

then hours to hit a block with viabtc

and somes times you could have accelerated and are on the list but viabtc needs to hit two blocks before you clear.

It is one of the reasons I got tired of doing escrows.  as trying to clear funds cheap and quick using btc became really hard to do.

i prefer ltc or doge both are cheaper and faster then btc.

You realise that the ViaBTC "minimum" is a fee rate of 10 sats/byte right? It isn't a minimum calculated on total fee... unless something has changed "recently" and their page hasn't been updated correctly? Huh

1. Free Acceleration: No need to sign in, you can submit any TXID of delayed transactions that at least include a fee of 0.0001BTC/KB
