I have a BTC address written down.  The original client was lost in a HD crash, no coin in it.  Can I use the same address, by creating it in a new wallet? No transactions were ever made with it.

No you need the private key to spend the bitcoins. The address is useless without the private key. If bitcoins were sent to it in the past those bitcoins are now irretrievably lost. If bitcoins are sent to it in the future they will also be unspendable.

The address will still be able to receive bitcoins, but if you don't have a backup of the private keys, you will never be able to spend them, exchange them for cash, or send them anywhere.  They will be permanently stuck there.

If you have a backup of the private keys, then you can certainly be able to import the address and private key into a new wallet and continue to use it.

If there aren't any coins at that address then just generate a new one.  You can generate as many as you want, there's no need to try and save them.

You cannot. It's like having a 24/7 live video of your physical wallet, but you cannot spend the money inside it.
