If your friend's account was not banned, your friend could unlock that by following this- https://bitcointalk.org/index.php?topic=5089777.0, but since your friend is banned, he can not recover the account anymore unless mod banned him mistakenly which is unlikely. By the way, a BAN in bitcointalk forum is a ban as person, you friend is not allowed the forum anymore.

Sk_Ezaz resetted the account password using a secret question. The forum's database was leaked some time ago which exposed all of the secret questions and made account recovery via secret questions vulnerable.

Your friend has to recover his account using a signed message which can be found in the link in the post above.

Summarized. Mail from account's original email address to the mentioned address.
Please mention username and in this case also a signed message with an address posted in the past.
If this is not possible then at least the mail with username and explanation what happened.

The recovering team is certainly willing to help further

Your buddy shouldn't worry about restoring his account. All his actions will not lead to a positive result.
Remind your buddy that they already have one previously banned account. It follows from this that he can no longer be on this forum.

This accounts owns with the same owner, I guess OP must know about this, that this promotion is abused from alt maker of this forum. This will become bad image of the forum, and I guess OP must choose with required higher rank to avoid this issues.

It's about time that you're banned from using the forum bit is removed from the notification for locked profiles. It's quite ambiguous, a newbie who doesn't understand much about the forum or who isn't fluent in English could easily mistake it for a perma ban and if they do not appeal, they lose their account.
