Furthermore, we can't be certain who will win the title early on, unlike other leagues where it’s easy to predict the outcome as the points difference usually has given signs of who will be the winner. Like this season alone I doubt it Arsenal to win the EPL title because at that time Man City could have overtaken them with just 1 match, but who would have thought Arsenal could win it thanks to Man City mistakes so surprises like that often happen in the EPL.

Manchester City has a huge job to do with the new manager, i can understand that there are teams that are really excited for the new year, that want to demonstrate all their value in a big way but Manchester City is always a great team that if they want to win they can do it easily.

One good thing for the manager is that he will not struggle to assemble players as he has got that in place already so the work may not be as much but may be on trying to get along with the players and getting them to fit into his orientation and tactical forms.
Manchester City may not suffer as much contrary to what some may want to think of them because  they have a new manager.

We saw how Arsenal made it through, to lift the Premier League trophy after 22 years of not lifting the Premier League trophy. If you can observe for the past seven Seasons now a lot have change because even the big guys then found it difficult to even perform very well this time around, before we only know of five teams that normally perform very well and occupy the top five rank on the table, those teams areLiverpool, arsenal, Chelsea, Manchester United and lastly Manchester City, but now a lot of things have changed take a look at him that are coming up this time around aston Villa, Bournemouth and Nottingham Forest are actually doing great now, Tottenham have broke down completely but we hope we see a New Era in them, especially with their new manager who have shown competency in the late season when he came.

For now, we have started seeing Arsenal's plans for next season, and if they are able to sign the players they are targeting, there will be even more improvement in Arsenal's performances compared to the season that just ended. I will say that they will definitely have a high chance of defending the Premier League title.i know that Liverpool, Manchester City, Manchester United, Chelsea, and other teams are also building strong squads. I think this is more a wording problem because you are right that Arsenal isn't struggling in the exact sense of the word. A struggling club is like Tottenham, fighting relegation when actually they were supposed to fight for the Champions League qualification. But if you take this concept of struggling a bit further, Fivestar4everMVP has a point because Arsenal was fighting a demon for many seasons when out of a sudden their knees became shaky when they were leading the table and got their hands closer and closer to the title. That is when indeed they struggled because they remembered what happened in the past and then lost matches they should have never lost. That is a kind of struggle.

In the Champions League there is a similar syndrome possible and in tennis I knew a few players who had to play several Grand Slam finals because losing them suddenly stuck in their head. Judging by the current situation Arsenal certainly has a chance to win back to back trophies. Many big teams as you mentioned, have made changes and replaced managers which naturally requires a new team to adapt. Meanwhile, Arsenal have built a foundation over the past five years and their performance has steadily improved each year. Most notably this season they even reached the UCL final.

The reason premier league or other European leagues are hard to predict each new season is because, a soon as the season ends, clubs take the time to work on their lapses and putting in place right measures that keep them ahead in the next season, take for instance Manchester City or Asernal both are top clubs, and their have being on the 1st position in the table multiple times, but even at that you see this club's recording new height or lo each season, that is because of the level of pre season preparation that they have.
