And actually I found "Default Fee Policy" was set to "Frugal".....

You didn't put a fee in the transaction. That is why. You should have matured your 0.15 btc for one week before it qualifies for a free transaction. Now you just have to wait for 2 days and see if it gets lucky.

I don't konw the transaction fees setting before I make this transaction , If I do , give a reasonable fee I will.
