LoyceV not in DT1

I just have checked the new updated DT1 log and it seems LoyceV isn't in DT1 list. What causes this? Did he ask theymos to blacklist him from DT1? I simply can not find any reason LoyceV should be out of DT1 as he is one of the best example of using the feedback system correctly.
Can someone point me out what actually happened. I'm sure that it will not be because he has not been eligible.

Nothing changed for me and yet I wasn't DT1 last round and I am on this one. You should read how it works: DefaultTrust changes

Currently not that many users are eligible. If hundreds of users would be selected in the future, I plan to instead choose a random subset of about 100 eligible users each time. This DT1 reconstruction may even automatically happen on a schedule in the future, but it doesn't currently.

I think theymos used two words for different use case. "Eligible" for people who have fulfilled the requirement. "Selected" for people who have been chosen out of the eligible people.
So, the update says 139 users are eligible. What am I missing?
