Yes, you need an account to get started and yes, unfortunately (for you) they do require a credit card to process the payments and invoice you at the end of each transaction.

Can you share which page you need to advertise ? Also note that you cannot pay in bitcoins on google adwords and credit card is a must.
There are few people who are providing this service on fiverr. They will charge some commissions too.

Do you need full setup on Google advertising or you just need someone with a regular account for payments?
