Not strictly true.  The New Deal worked until 1937 when FDR lost his nerve and cut public spending throwing American back into recession.  The UK was embarking on re-armament at the time and was saved by that extra boost of cash.

They balanced their budgets over the economic cycle.  Reagan and Bush were both unusual in that they borrowed when times were good.

The only president that has successfully balanced the budget was Andrew Jackson. Of course that was torn apart very soon.
