I have a program that needs writing using Java. The price i'm paying is $65(in BTCtc).
The programmer must be familiar with aspects of the language such as ArrayLists, Stringbuilder, toString etc.

Damn. So any Java programmer who's never heard of toString is automatically out?  That's pretty harsh.

Also, 65 bucks?  That is a very specific lowball bid! Don't you mean $50-$100? That's how you attract a 13-year-old kid to write your bitcoin exchange.
