Obviously, no two businesses are the same.
In the USA, we are rather free. In fact, the only way that government maintains such things as lockdowns and shutdowns and masks in the USA, is by consent of the people. If the people did not agree to these things, government couldn't stop them, legally.
Government has authority to some extent over real pandemics... to organize people to protect themselves. But right now, when you get to the raw numbers of deaths, and the true meaning of the tests, Covid is over. There is no Covid reason for the pandemic any longer. The only reason for it is the fact that there are a bunch of people who THINK that there is reason for it.
So, to expand your business (remembering that no two businesses are exactly the same), you have to cater to both groups. And the business that can cater to the unmasked, free group has the advantage. This means that you have to have two "stores." One store is for the masked people, and excludes the unmasked people while following all State pandemic advisories - so that the masked people are comfortable that they won't run into any diseased people when they are in your store. The other store is for the unmasked.
Probably the best way to make an unmasked store is to set it up as a Private Membership Association (PMA). This way government doesn't have much if any authority over it, because it won't be open to the public. All people who come into this store, need to sign up as members. It's private. Government has authority over the public, but by 70 Supreme Court cases, and by Constitutional Amendments 1 and 4 (and others), government has little authority over the private.
I am talking in the USA. Other free nations might not have this kind of strength of freedom for the people. And, if government can show reasons for a new pandemic, they might have a month or two when they can more strictly control even the private. But this is where you have to put your thinking cap on.
You are running a business. Your goal isn't to fight with anybody, least of all government. But if government is in the process of shutting your business down by making it too difficult to stay open, and if you are stubborn, your new "business" might just have to be a business of fighting government.
The way to fight government in a disease pandemic is to start by using common sense. How many people are falling dead around you, like flies in a bug spray. If you can literally see a person here and a person there falling dead around you, there just might really be a pandemic.
Next, you need to look at the real numbers of dead. We see in the Covid crisis that actual, total death numbers aren't much higher than any other year. Covid deaths are reported to be higher, but other deaths are reported to be lower. So, it sounds a bit fishy. Maybe there really isn't/wasn't a pandemic after all.
The next thing you need to do is start questioning government officials for proof regarding the disease itself. For example, there are quite a few smart medical people who have recognized that the initial reports for Covid haven't literally proven what the disease really looks like, and how to properly test for it.
The standard PCR test can take any virus the medical is looking for, and make it look like it is really big. If the medical had been testing for standard flu rather than Covid, they could have used PCR to make it look like people had the flu in pandemic numbers... or any other viral disease that they tested for. In addition, if medical leaders instruct their people to say that this or that is Covid, the medical underlings might not even know that it isn't Covid.
The point is, if you are going to fight government, you will need this info, and then expert witnesses to make them prove in court that there is no reason for the pandemic.
Government in the USA knows that they don't have the proof. That's why they are careful in the wording of the laws that they write, to leave themselves a way out if they are questioned in court. Most States simply make their law in advisory form, and often law enforcement people act harshly against the citizens, with no authority at all to do so.
If you are going to fight city hall for your business rights, you will need to meet with other business people who feel the same as you do - often against government advisories - so that you have backing for your fight.
