This riser with the black slot is it real 006c? the middle pin on transistor is also cut vs blue slot which has 3 pin

It's a 3.3 volt regulator.... i'm sure there are a few transistors in there also.  I did a quick search of the part number "Hs1084S2-3.3" and all the documentation appears to make it a chinese part.  I couldn't tell you what the middle pin is for without seeing a spec sheet or a schematic diagram.  I suspect that the middle pin might be connected to the body pad on the back side of the chip package.  but i don't know without seeing the spec sheet and schematic diagram of the pcb.

I just found one of my old unused boards.  it's as i suspected.  the middle pad is connected to the body pad on the back side of the chip package.
the middle pin is not connected to the pad just like yours.  It should be safe to use.   

I'm running mostly version 103C now.
