I created a Wagering Contest in Games and rounds section and offered reward in LTC. LoyceV said that it is against forum rules to offer Alts in Games and rounds section. Is it so? If yes, which section is suitable for this thread?

I think yes, in the games and rounds section you can only offer bitcoin not any altcoin.

If yes, which section is suitable for this thread?
I have seen similar giveaway type things in the gambling section. They do it in their ANN but again I can not remember if anyone has done it with any alt yet.

I'd just leave it there and see if it gets moved tbh.

The marketplace isn't strictly in the bitcoin section. It's just bitcoin focused for the majority.

I've also moved your website's ANN to Service Announcements (Altcoins) since you're no longer accepting BTC. Unless there's an explicit exception written down somewhere, pretty much all altcoin discussion belongs in one of the Alternate cryptocurrencies boards.

Yes you can since it will off forum task (in your site) unless you require people to do in forum activities. However, I have seen some people to post this on marketplace (altcoin section) as well. You can check that section.

As I can see from the LoyceV archive, you have asked to post the Return Address & Current Litecoin Block Number. You can't simply pay for the posting address on your thread. Even for Bitcoin giveaway, you may encounter trouble for such as giveaway. You may run an off-forum giveaway, like you may link a google form to post Return Address & Current Litecoin Block Number on your giveaway thread. In this way, you may run your giveaway on the Altcoin Bounty section. But remember, you can't ask or force participants to make a reply on the giveaway thread in order to get paid.

Specifically, you are not allowed to give people any incentive to post insubstantial posts in your threads. You can't offer to pay people who post their addresses, usernames, etc. You can do giveaways off-site and link to the giveaway page in a thread, but you can't give people any bonus for replying to your thread.

I guess converting your giveaway to bitcoin will solve your problem. As per the forum rules, it is prohibited to giveaway with altcoins, I'm not sure if this kind of giveaway should be moved to altcoin sections, but I really suggest to just use bitcoin for giveaways. Why not?

More specifically, I said that on-forum altcoin giveaways are against the rules. As long as people don't have to post on Bitcointalk to join, it's okay (you're not allowed to incentive people to post for altcoins).
I tried to have this changed for established altcoins such as LTC.

That's not true, I've seen threads with thousands of posts for a small chance to get some Bitcoin in Games and Rounds. That's allowed.
I remember your attempt of allowing on-forum giveaways for certain altcoins, and I supported it. If the reason why giveaways aren't allowed is incentivized posting, then all giveaways should be treated equally. A Bitcoin giveaway thread of 5 pages where users only post their wallet addresses is the same in terms of spam as a Litecoin giveaway. Some people would surely use those altcoin giveaways to improve their Bitcoin holdings as they would later be traded for Bitcoin.

This is what theymos said:
the giveaway-related post volume is so high in the altcoin sections that I've decided to just ban them entirely here.
I wasn't even around at that time, but I can imagine every shitcoin that was newly created was promoted with a "post your addy to get shitcoins" thread. And once in a while some of those airdrops turned out to be very valuable if you sold them at the right moment.
