How about finding a local?
With some specific instruction the local guy can be paid to do the job. Is there any worldwide site which allows hiring users for a contract job. Maybe those freelancing sites can help.

AFAIK the BIP-0039 (seed phrase/mnemonic method) was implemented in 2013.. And this 1 BTC is from 2012..

So it's fake.

edit: can be a Electrum seed but I doubt it.
