I think, he means that CMS (Content Management System) won't be sold alone. If anyone is looking for only the engine, i.e. cms of the website (script), he won't sell it, only whole business will be sold. That's pretty normal and logical.

How come that we could know if your exchange doesn't have any suspicious scripts on the backend if you wouldn't let us have ALL of the source code of your system? I mean that must be the thing you should offer, and not a website that we don't even know on what place it is located (its physical server and firewall). This offer must be the source code and we rather have that just to ensure that we can use our own servers and manage it physically.
