I'm not offended, but it's clear that the question was asked by an amateur in computers. But I'll explain though, in case others have the same question.
But you can find that kind of configuration without the "Acer Predator" logo for less than 500$ second hand.
First of all, I doubt that you'd be able to find all the computer pieces at less than 500$ second hand. Can you try to look for all parts and show us the sites where you found them second hand and prove you managed to find them at 500$? They cost more than 500$, no doubt about that. Besides the price, which is not 500$, you would also have to spend time to assemble them together in a functional PC. This means time spent.
Second of all, forgetting that you won't find all those pieces at 500$, there is another aspect:

to dot the i. Because this aspect is very important. This PC is a brand PC, not a no-name PC, constructed piece by piece. And it's brand gives the price. As German use to say, "
there are Mercedeses and then there are cars", if you get the subtle message. A brand product would cost more than a regular product or than a product made by a company which has a brand of a lower value. For example, think about iPhones vs Huawei phones or vs Samsung Galaxy phones. iPhones always cost more because they're made by Apple, although they are behind Huawei and Samsung with the technology (they have lower CPUs for their phones, cameras with less megapixels and so on). But, in the end, an iPhone costs that much because it's an iPhone, not for the value of its pieces.
The same applies for brand PCs. That "Acer Predator" logo gives value to the product. If you want a regular PC, constructed by you piece by piece, feel free to buy one, wither new or second hand. If you want a fully built PC from a store, which is cheaper than a brand PC, again: feel free to buy it. But if you want a brand PC, then you'll also have to pay for the brand.
No matter was the machines used or no, soon as they leave the store, they are "second hand".
Sadly, computers are not like the wine, they do not go any more expensive with the age, actually the prices go lower.

I'm asking for 1000$, which means 25% of the price of the new computer. Oh, not to mention that in the 25% I included also an Acer Predator monitor. Is 25% from the brand-new product's price too much to ask? Usually at what percentage do you sell your second hand equipment? 1-2% perhaps? Mind me, but if it is so, please let me know each time you're selling something.
And yes, that PC has a slightly better configuration than the one I'm selling, but the difference between them will never justify the 3999$ price asked by Acer. To be more precise, as I stated also in OP, my systems have i5-7400 and Nvidia 1060, while the PCs sold by Acer have i7-7700 and Nvidia 1070. The difference between those parts is small (around 200$ most likely).
So, in conclusion, why don't you ask also Acer why they want 3999$ for a PC which can be bough even new at 1500$? I think you realize that the pieces inside the computer sold by Acer don't cost more than 1500-2000$, right? Then, based on your logic, Acer is ripping people off, right? You should make a complaint to them as well. Also to Apple. Also to Mercedes... What do you say? Why would you pay 30.000$ for a Mercedes, when you can buy another car with only 10.000$ And that car would have also 4 wheels, 4 doors, windows, windshield and so on...
In conclusion: if you had no idea about what means a brand and what's its impact on a product's price, I hope you'll learn now.
