There is really no point in doing such report unless you only want to do is to grow your account by earning merits from each report you made in a post.
Reports are sent to the administration team for them to view and delete. Only a small part is posted on the forum. Those that are posted are usually about issues that require deeper investigation. For example bump farms, spam groups, and things like that. Investigations into fake teams or connections to other scam projects.   

I am no expert running a forum but that adivse was just a possibility that could happen. All of wanted to get rid of scammers I guess if not then probably you are with the scammers. Right?
My 58 year old neighbor got hit by a car last year when he was crossing the street. The driver was a young woman aged 22-23. I am going to suggest to the town mayor we make it illegal for women aged 18-25 to drive cars. If you or anyone else is against my idea, you support women hitting senior citizens with their cars!

That is similar to your proposal. And that is not the way to do it. What future does this forum have if it's not going to be open for everyone to participate in however they see fit as long as it's not breaking any rules? 

I think the OP has good intention to combat bounty scam run by many scammer with novice rank or jr members. But is this fair?
It is as fair as restricting users like him and other newbies from making their voices heard in Meta and being allowed to talk. If that is fair, restricting newbies from altcoin bounties is also fair.

It's not like people would be stupid enough to not research the projects these managers are managing.
That is exactly what is happening and that is the biggest problem. If the users who get scammed regularly did any research and used common sense, they could learn to smell these scammers from miles away. Instead of group restrictions, members should be taught to use their heads and not participate in such activities.
