I don't think VPS is a good idea to start a faucet with. You won't be getting millions of visit from your first. Any shared hosting would be good for thousands of faucet visits. And you don't need to topup $50 to start with as you can get the advertisement revenue as you keep going. So you'd just need enough coins till you start getting paid. $100 would be enough for you to start and you can always upgrade as you grow.

I have thought of creating a faucet at some point but didn't proceed after thinking of the potential abuses as well as the amount spent just to compete among other big players.
