What kind of damaged wallet you need to restore so that we can help you.  Most commonly, damaged physical wallets have less percentage to recover if you lost your private key, and beware of those Bitcoin wallet recovery services offer, it should legit website.

A paper wallet is very easy to generate or create another one if you know how this will work(in just 5 minutes), but this is very crucial if you are a newbie.

The people who restore these wallets should be very reliable and a new account cannot be trusted or does not provide much basic information.

It depends. Could have missing end, missing beginning, unreadable letters. Each case is different.

It is a risk for both sides. I never know if you sell the wallet for the address mentioned; you may transfer coins just after you sell wallet to me and then sue me. We may sign the contract where you declare that you have no access and you did not distribute the wallet to third parties.
If you do not want to sell but just request opening and pay fee (depending on difficulty), I may give you VAT invoice.
