Betting agents work with top bookmakers out there. Pinnacle and BetFair clones are only examples but they require securities and payments to be made as well as to cross check some regularities etc.
Yes, theoretically, any agent can "disappear" in one day - but the same can be said about Binance for instance, which leads you to the question whether a cold wallet is better than a hot wallet (a hot wallet like Binance pays you interest % on your deposits, e.g.
8% per annum on USDT for 90 days whilst a cold wallet pays you nothing)...

So yes, there are risks in life to almost anything, but you need to remember the competition is not too big, and the number of agents is limited, and some of them don't accept all customers, and so - as long as they're all having customers, they keep on getting % from the bets their customers make - why would they want to stop it?
Ask the same about Binance - yes, they can take all depositors' money and run away - but why do that instead of making tons of $ from fees being taken from millions of trades that are made every hour?
