There's no reason you link your telegram id, neither do you have to pay for assistance. I would not advice anyone to contact a user outside the forum to 'help them unlock tokens'.

What exchange do you use? If there is a withdrawal limit, it is usually tied to the profile and not the IP (as this could easily be bypassed using a VPN) and you'll need to upgrade your KYC level by adding some more information in.

I have never heard of a withdrawal limit related to an IP address. A warning to all newbies, this looks like a classic scam attempt - especially since the OP wants you to contact him on Telegram where it is possible to delete the entire chat history on both sides.

If you really have a problem post the name of that exchange.

This is a familiar trick in scammers play book, mind you, I've experienced something similar, not like I fell victim but, the trick always comes in the fee payment required by the strange escrow website or exchange. You can find my experience here: My Experience, Be Aware
Speculation: paying that fee which is relatively huge only means your BTC is gone and the drive to get it back or earn desired 10% of more only pushes you to make further regrettable mistakes and your details as imputed on the exchange is liable for phishing on your page too. Don't let greed push you into doing something you might regret.

Besides, OP has got VPN to aid him or her by pass ip address withdrawal limit should there be anything of that nature because, I'm only aware of limits being tied to your profile and it lasts mainly for just a day. Again, you can go through KYC for an upgrade on your account should you have a large account size @OP.

Newbies and those of you drawn to earn, be warned not to be a victim.

"withdrawal limit for 1 ip." I first heard about it. Because the ip address for which you can not withdraw your Bitcoin using that ip address, how did you open an account in that exchange? If you are really in trouble, use a VPN or go to the support of that exchange and contact with them. I hope your problem will be solved.

If you really facing the problem and if you really need the help I would suggest you to post all details in this thread. Otherwise none will try to help you out side on the forum due to you are a newbie and the post is suspicious to us.

who want to help the user: Don't forget about previous scam tricks, first call you on telegram send you a link to register, give you a 20-30$ free bonus to play, you have to play on Roulette/other games, you will win a big amount. But you can not withdraw it due to gov regulation, you have to active the account by sending 0.015/0.020 btc to withdraw the fund.

if you say it has a limit in withdrawal? I never heard of IP limit, maybe you're talking about the limit for example you have to withdraw 1 BTC, and that's you limit since you need to verify your account to adjust the withdrawal and deposit, at the same time you can post it here so we can help, or the scenario we are not going to ask for anything or never give up your access to someone, your situation is weird 1 IP limit is its IP address?

The scenario depicted in the OP is pretty surreal: somebody needs help, and is willing to pay 10%, to retrieve funds from his alleged account from an Exchange, which delimits withdrawals per IP (*), in order to acceletate the retrieval process.

When one really wants to get help, they’d normally name the Exchange, so people can look into the TOS and/or provide their own experience. They do not announce a reward upfront with a vague context.

For anyone who feels the call captivating, bear in mind that one-on-one conversations through social media to "aid" in situations like these, will more often than not resort in some sort of scam. It’s way better to keep things out in the open (i.e. forum threads) so as to let others chip in.

(*) Exchange APIs tend to set limits of operations per IP per unit of time, but I doubt any Exchange plays on those terms from the UI.

Let me guess why he dropping that telegram I'd. Once you send message to that telegram I'd they will show you what exchange it is and show you the balance he have on that exchange even give you login details but to be able to widraw he will asked you to deposit first before the amount money can be widraw.

That kind of scam is already been use many times. It's ok to help other people but if he is asking you to deposit plss don't listen, he just want to trick you showing fake balance.

If it's true why he didn't even mention what exchange it is so we can check the limit.

I never encounter a withdrawal limit in my account or in exchange but if the IP is the problem you could always use a VPN to change your IP.

You might be wrong so check the exchange there might be some requirements before you could make a withdrawal in the exchange, some exchange required a certain amount of transaction before making a withdrawal.

The exchange support could always be helpful when you have issues withdrawing your funds in exchange.

Due to lack of information, you wouldn't get a proper solution from here. I am not familiar with any exchange that restricts withdrawal for IP. Had you whitelisted your IP on any exchange? Not sure if there are such exchanges to enable IP whitelist. If you have real problems, then please share more information. Also, please share how you got the funds?

Guys, as you mention above about the scam technic which I agree with. So be careful with OP. Based on OP post history, I don't think OP is in real trouble.

I contacted OP via telegram and this is the exchange he his talking about:
warning: phishing website
Code:
fiatbit . net

He told me that he can't withdraw because the exchange has a monthly withdrawal limit and he needs someone to help him by creating a new account then he will send him the stuck 0.17BTC internally.

What makes me think that this is a scam attempt is that he told me he has been trading there for about 3 months whilst the domain name is only 4 days old:

Dates    4 days old
Created on 2020-11-18
Expires on 2021-11-18
Updated on 0000-12-31

Anyway, I couldn't access the website as it seems my country is geo-restricted.

Of course it's a scam! Judging from the look of the website, it is a basic design based on a crypto-related template that is still unfinished, by the way.
There are parts on the website that are not completed, for example:
"Our landing page template works on all devices, so you only have to set it up once, and get beautiful results"

I found identical content and email addresses used on two other domains that are probably owned by the same scammer.
Code:
https://vifbit.net/
https://cryptoexweb.com/

Judging by the effort and time that the scammer has put into this, I think it would be a lot smarter for him to get the real job.

A fishy tactic from scammers. When the market is on the bulls, they'll come out of the cave and will try to catch some newbies who would look greedy in "helping" them with a pay.

But it's the opposite, these scammers will trick you into scamming, phishing and having you pay them through conversations. Just read the explanation of khaled. It's a scammer and don't contact them through Telegram if they're asking.

For newbies. If someone has an issue in withdrawal, no need for others help but only suggestions. The best to contact is the exchange themselves because they hold the balance.
