What does the message/notification you received from binance for the reason of you being blocked? Binance wouldn't do it not unless you break their terms. No one can help you here other than binance itself, I suggest you submit a ticket, they have responsive CS so you will get a response eventually when you messaged them with your issue and how you can resolve it.

3. Remaining Funds After Binance Account Termination
Except as set forth in paragraph 4 below, once a Binance Account is closed/withdrawn, all remaining account balance (which includes charges and liabilities owed to Binance) will be payable immediately to Binance. We are unable to help you unless you share more detail with us. I haven't heard such an issue on the Binance. What was the reason to block your account? Your account should block unless you do something wrong. They are well-reputed exchange between centralized exchanges. If they ask for KYC then you have to do it. Try to convince them via support, only they can help you.

Warning: If you really facing that issue, then don't deal with anybody via telegram. There are so many scammers and most likely they will steal your funds. Just take reasonable advice from this thread or deal only with high trusted users.
