Has any payment processor that anyone knows of taken the bold step, allowing their merchants to receive payouts in Bitcoins?

They would be crazy to do this because of charge-backs.

There is no reason they cannot hold funds in reserve to cover any chargebacks.

you dont need a credit card provider to do the work,

just have the merchants give their credit card provider the bank details for the merchants coinbase account, which automatically buys bitcoins.

but yea, if a provider later says that a chargeback occurred, the merchant then needs to give fiat back to the card provider if the charge back is honoured,

I'm looking to receive credit card payments, yet have NO bank account whatsoever.  A coinbase account won't cut it.  I need a direct link.

The closest thing i can think of is webmoney. U can open a bitcoin wallet and exchange between wallets
