I believe he is pertaining on the size of bet. Poor people will not enter on the higher table size in poker, With that being said, It can be easily identify the financial status of each player. It's for everyone, but better those who are already know these game, have strategy and can think fast should play these game. If you're good at it and you certainly seem like a confident person, you can try to participate in a tournament. I'm sure you'll find a lot of worthy opponents there. Just google "free poker tournament" and you'll find a lot of it.
