Such a major change would come with an announcement including email alerts and major news. I just did a simple search and haven't found any announcement or news about the development which means it could either be a problem with your personal account or your jurisdiction. Have you tried contacting support about the issue?
Unfortunately I have no Neteller or Skrill account right now. I would have helped check for you.

I have skrill and Neteller both accounts and they are still supporting Bitcoin and Crypto but just selected countries here is official statement from them about this It’s available in selected countries only, check if you see a 'Crypto' tab in your Skrill account.

Recently they have some changes so just because of this its happening I was also depositing with Bitcoin but few days back as I check my account there was no option available for this now so I realize now they are restricting this for few countries and now after reading your post its going to be sure here they are doing some change for this all.

I am not using Neteller or Skrill but recently heard they are disabling add funds for a few countries. As a result, most likely they disabled BTC deposit for your country and may have opened other add funds options. I haven't noticed such an announcement from official links. I am not using both of that wallets due to bad experiences some of my friends like disable accounts or limit accounts. You may mail to the support and ask the reason for disabling BTC deposits. You may read here, https://www.neteller.com/en/policies/cryptocurrency-terms-of-use 3.1 You may only access the Cryptocurrency Services if: 3.1.4 you are resident in a Supported Country.

I made a thread yesterday in which I reviewed the Skrill cryptocurrency Terms and Conditions. You can take a look at it here if you are interested > https://bitcointalk.org/index.php?topic=5298078.0. Maybe Skrill or the cryptocurrency exchange they partnered with no longer supports your country of residence. Is your country located on this list of supported jurisdictions: Australia, Argentina, Austria, Belgium, Brazil, Bulgaria, Canada, Colombia, Croatia, Cyprus, Czech Republic, Denmark, Finland, France, Greece, Hungary, Ireland, Italy, Latvia, Liechtenstein, Luxembourg, Malta, Mexico, Netherlands, Norway, Peru, Poland, Portugal, Slovakia, Slovenia, South Africa, Spain, Sweden, Switzerland, UAE and the UK. Source: https://www.skrill.com/en/footer/terms-conditions/skrill-cryptocurrency-terms-of-use/There is quite a long list of countries Skrill doesn't provide its services for. Take a look if your country is on this list maybe: https://www.skrill.com/en/footer/terms-conditions/non-serviced-countries/Check out their TOS, could you have broken any of their rules by any chance?

Yes this is also very serious issue with few companies because they have stick policies for few countries and if skrill is also bitpay based then surely this can happen because USA based companies have very stick policies for many countries sometime back this was allowed to deposit through bitcoin but now its all end.

I haven't used Neteller for a while and I used to make bitcoin deposits back then via BitPay, which is the worst payment gateway in my opininion (kyc, high fees, wallets compatibility...). I checked the list of sanctioned countries, luckily, my country isn't one of them. Knowing that this list keeps changing makes me wonder what will happen if you make a deposit then your country becomes restricted: Do these sanctions have a retroactive effect which may lead to banning your account?

They will not give back to your money if your country suddenly restricted because they will not provide you any service its happen few years back in case of bitterx and then localbitcoin.com many users was victims and they have no replies or any update about this mostly lost money to these exchanges just because of this now its very risky to do any business with them.

According to their terms and conditions. They claim that they will notify you about the changes and probably give you time to withdraw your funds. In case you don't respond, they will do the exchanging for you and credit your account with an approximately equivalent e-money value 6. Changing the Supported Cryptocurrencies
6.1 We may elect to add or remove cryptocurrencies as Supported Cryptocurrencies for the Buy/Sell service from time to time. Where we remove a cryptocurrency as a Supported Cryptocurrency (a “Removed Cryptocurrency”), we will notify you by email.
6.1.1 Once we have provided notice to you, we may immediately cancel any Alert, Automated Order or Recurring Order Instruction in respect of the Removed Cryptocurrency.
6.1.2 You shall be obliged to sell any interest you have in the Removed Cryptocurrency within 60 days of the notice referred to in subsection 6.1 (the “Notice Period”).
6.1.3 If you have not sold all your interests in the Removed Cryptocurrency before the end of the Notice Period, you authorise us to buy back your interest in the Removed Cryptocurrency at the best available price (as calculated by reference to prices listed on the Cryptocurrency Exchange). The proceeds of such buy back will be credited to the e-money balance in your NETELLER Account. Source: https://www.neteller.com/en/policies/cryptocurrency-terms-of-use

No. AFAIK, the deposited funds will go straight to your account balance which you then can use to send to other users. If your country gets banned, you can still use these funds but just not deposit anymore. At least, that's how I remember it.
