I've reported the thread as well.
Unless you can provide proof that they are giving money/tokens/whatever in exchange for comments (and that means screenshots from their website or maybe telegram group) thread will stay there. So far all my similar reports for threads that hired bumping service stayed unhandled, but who knows, maybe you'll have more luck with this.
What you can do is to report individual posts written there and hope that they will stop once they see posts are disappearing.
So if nothing else they are wasting their money, while not disturbing others or gaining visibility.
Trackers like that scammy ICObench are taking into consideration bitcointalk activity when rating projects so that may be one of the reasons why thread bumping is still alive and kicking, despite being completely ineffective in terms of increasing visibility on bitcointalk.
