And thier solution to effectively fight cyber crimes is a partnership of public and private such as government and private blockchain teams to formulate a plan. This is a lot more of a threat than a solution for anyone in the blockchain space.

While we can not blame victims for not being very aware of keys and exposure to potential crimes, there really is the need for adoption for old folks to learn. Or they could just trust the 3rd parties who offer convenience which is also risky. Either is risky.

When it comes to cyber crime everyone has a role to play, both the own of the wallet who's responsible for the protection of his/her private keys, also, the company and government should also take it as duty to protect it's customers and citizens from cyber hacks too.

Hacks and cybercrimes are horrible. Losing your funds is one of the worst feelings in the world. I had my identity stolen before too and it feels just about the same. One solution I see being adopted in the near future are biometric log-ins and digital identification. The internet computer for example is already secured by your biometrics, so nobody can hack your account.
