So I got an antminer s9 for cheap yesterday, but it seems to be far below the 13.5THs.

I'm still kind of new with this, was hoping someone could tell me what could be going wrong in here.

Also just one of the lights in this panel is working. Is this normal?

Here's the firmware, also: Wed Jul 31 16:18:27 CST 2019

PSU is the Bitmain Apw3 -12-1600

And the kernel log if it helps:

Here is the answer

Code:
driver-btm-c5.c:13421:bitmain_c5_init: Chain[J6] has 63 asic
driver-btm-c5.c:13449:bitmain_c5_init: retry Chain[J7] has 0 asic
driver-btm-c5.c:13449:bitmain_c5_init: retry Chain[J8] has 0 asic

each "J" here represents a hash board which the control expects to find, your miner has 3 hash boards and so it expects to see J6,J7, and J8, but it can only see J6, in other words the other two chains/hash boards are bad/don't work.

it's also the reason why in this image which you posted

only 1 hash board has a LED on.

so first thing first, it's safe to assume that chances are, the seller just gave you a gear that hashes at 1/3 of it's hashrate and you have to live with it or return it if possible, however, the cause of this could be something else which you can fix,  so you need to do a bit of troubleshooting, start with swapping the wires between J6 ot J7 and this includes all 3 PSU cables and the thin ribbon cable, do this, power the miner on and post the kernel log again.

[...]

Thank you for the help.

So upon inspecting the miner it seems that 3 heatsinks have fallen off. One of the hashboards still has them all, but the other 2 boards are missing heatsinks. One is missing 2, and the other is missing one.

I think I can fix this with some adhesive thermal paste. Could this be the cause and fix the issue?

Thanks again.

Hopefully you meant to say thermally conductive glue (epoxy) such as Arctic Alumina or Arctic Silver. Regular thermal paste will not hold the heatsinks in place.

Could it be the cause of the problem - yes. Would replacing the heatsinks fix it - unknown.

Yes, exactly that one.  I've ordered the Artic Alumina today.

Seems like it's worth the effort then. But my question is: if a heatsink falls off, is it normal for the hashboard to stop working?

Yes due to overheating.

Here's temp range from Bitmain below for s9

Range: 65 - 115

Chip max. 135

PCB max. 90

If the chip temp is more than 135 the hashboard will stop hashing due to overheating protection.

Yes due to overheating.

I don't think this is correct, this isn't why hash boards with no heatsink don't work.

But my question is: if a heatsink falls off, is it normal for the hashboard to stop working?

yes, once you fix those heatsinks, assuming all the 63 chips are fine then the miner will work just fine, there are many videos on youtube that show you how to glue a heatsink on those chips, it isn't easy, but if you have done something similar before - it shouldn't be difficult.

Thank you.

By the way, does anyone know the name of the S9's heatsinks? I may need to buy a few to replace here.

Much appreciated.

There is no name whatsoever, those heatsinks aren't specific for antminer S9, just buy any heatsink of the same size, you can find them for cheap on Amazon and eBay.
