If some small caps or uknown ICO has been review by him 80-90% the chance of that crypto doing paid ads using him was pretty high, or he wants to chase referral that's why reviewing the ICO.

I reading the whitepaper of this ICO and gues that only 6-8 page and the project monthly about exchange & stacking reward (yeah, every time right now about stacking since DeFi). Been on the ICO since 2017, this type kind of project already been created with the same idea about exchange the different just right now we have DeFi & stacking reward.
