It's really sad to see people trying to make a scam and a profit out of this corona pandemic. I really hope no one is actually going to buy such a product. We should all know that the distribution of the corona vaccine is done on a national level. The government is buying the vaccine and creating vaccination center for everybody. Commonly a vaccine can be categorized as safe after has been test out for some times and it can be took some years or decade. $1,000? Really? I found some reports that vaccines are cheap and the expensive one is Sinovac from China that cost around $15, I don't know if it's accurate. It's worthless to buy a vaccine that is a prevention for the pandemic in a black market, nobody will risk their life just to buy on a random site. The vaccines are not given to everyone for free. In Ukraine, for instance, the first vaccines are expected to become available around March or April, and these will be very limited and for people in high risk of dying from COVID only. Moreover, the vaccines won't be free, they will cost about $20 per dose to everyone. And they'll become widely available to the public in more than a year from now. On top of all that, while the most recognized vaccines are Pfizer, Moderna and Astra Zeneca, my country is only hoping to get the latter (the least recognized among these three), but is actually purchasing the Chinese Sinovac which has low effectiveness. Meanwhile, the pandemic is a very serious problem in Ukraine, with literally thousands  (about 2 thousand) being hospitalized with COVID and about 200 dying daily. So yeah, some would totally buy vaccines in the Darknet if those sold there are the top ones.
In fact, there've been allegations of cases of Pfizer vaccines illegally purchased for $2k per dose by Ukrainian MPs already.

It could be that these scammers are selling this vaccines to fellow scammers in bulk orders or whole sale to later on distribute in the public. Perfect example is when a local government unit is looking to buy cheap vaccines to save themselves a huge budget cut.

Exactly, I can't imagine someone buying from those people in the dark web risking their lives and safety from those people. Maybe the people in dark web got it from 3rd world country which their distribution is somehow not carefully controlled and there's exploit in every corner? as I've heard many 3rd world countries already got vaccine either from china or western countries which make it possible for the illegal vaccine seller to obtain it ilegally.

It have been pointed out multiple times that it is not possible to get the vaccine legally, unless you belong to the priority demographic group. So you can't just call your health authorities and tell them that you need the vaccine home delivered to your door step. They will simply tell you to get lost. A number of people, whom I have talked to have indicated that they will refuse to undergo vaccination, despite the claims by vaccine manufacturers that they are safe. So what I was trying to say is that irrespective of whether the vaccine is approved by the WHO or not, some people would refuse to take it.
