It's a novel idea with a use case that I'm surprised nobody has thought of before judging by the domain names I'm looking at. I'm sure its possible to put into code although I am no programmer myself.

A few questions:

How do I find (and trust) programmers to create it?

How much would it cost to develop if I want it to grow organically and under the radar?

What steps should I take first?

I'm guessing an Eth token would be the cheapest and easiest to start?

How do I find (and trust) programmers to create it?
You can create a proper Job Hiring announcement in Services and Project Development section along with all the detailed requirement for your project or idea. It could be the following:

  • Detailed description of your idea
  • Job Details
  • Amount of money you are willing to spend
  • Deadline
  • Job Porfolio

How much would it cost to develop if I want it to grow organically and under the radar?
The actual cost of creating a successful project is being measured on the money and time you've put into effort in creating them and how are you going to sustain the project development team in the long run. You should also consider that in the latter part of you project you need to spend another fortune for the advertisement and promotional stuff that will enable the project to expand if and only if the project has a real use case and can somehow solve a problem.

Most of the start-up project failed because obviously they are targeting an easy get rich quick rather than the development of their project to solve an underlying problem.

yes, we have to keep up with the times so that we don't fall into a downturn, because in the crypto currency world there are so many updates that we always see from the policies of each project.

In order or rather before starting your project I think the first thing you need is dedication, that is, you need to be dedicated to the cause, this is actually why many projects with good ideas will work up till a moment then come crashing; it was not easy for most projects but because the team are dedicated they pulled through. Also, you need to set out a budget on what you will want to spend at the onset before going for funding if possible, and most importantly you will need to surround yourself with developers or programmers who believes in the same idea with you, this will make them put in more effort to ensure the project survives. Also, you can consider having a telegram group, where you will share your ideas and allow the community to cast their interest, suggestions and so on, this will help you shape and sharpen your ideas even more. It is true that Ethereum blockchain is better for many upcoming projects, but I think you will need to make that decision with your future team, some who considers fees might go for other blockchains but those who don't mind but really need an efficient blockchain goes for Ethereum blockchain.
Lastly you might want to have an MVP (Minimum Viable Product) first before embarking on public sale if need be, this will also help you explain to people what you are working on.

You can find them on freelancing platforms but you're also in the right forum that has a lot of talented programmers.

How much would it cost to develop if I want it to grow organically and under the radar?
The amount of work can be assessed and the pay will depend on how much effort and task you need to do. But if that's all about building up a platform, you need a huge budget for it. Developing and growing it naturally are two different tasks. You may hire another team to build and grow it as you monitor it but much better if you'll be part of it.

What steps should I take first?

Planning is always the first phase. If you just want to create a new token, ask yourself why you need to do it.

I'm actually looking for the project to grow organically and under the radar so promotion isn't an issue. The project has the right marketing angles.

Keep in mind that all I can offer is the idea, some domain names, and some startup funding. I have neither the skills to program nor the time to learn. This project is more technical than just a simple copy-paste. The primary barrier to the project is coding.

The primary issue for me is trust as people could easily rob me of my idea. I'd rather not share the idea at all than end up as the third Winklevoss twin.

All I'd ask for is 1% of the tokens...surely they wouldn't screw me over for just 1% of the tokens?

And of course they might create their own after creating mine...would that not also be an issue?

It would probably be better to find people IRL because that way I could create legal contracts. Any idea on how I would find people IRL?

I am certain that you can find a trusted developer and old reputable member that is also looking for partnership.
