It wasn't encrypted. If you can see the message on the block explorer, then it isn't encrypted. It's encoded with Op_return as a flag so it'll be valid.

As to the transaction in question, you might want to see what the number on the block that it was included in is and how it relates to that bible passage. It was done intentionally so that it has a high chance of being in that specific block.

Cause the block itself is a special one. Don't you like the #block 666666? I guess you did. We have seen such special messages from the very beginning of the block. Last time I remember the message of the first block after last halving was pretty interesting, "Last chance to buy below $10k." it was the message I guess.
This serves no purpose other than having fun in special block.

Only that individual knows what he wants. Maybe I just agree that the expensive fee that the individual uses can help him make the transaction that are confirmed on the block. Looks like the transaction was something that was planned and maybe it was just for fun. No more than that.

These are called Vanity addresses where you get your desired text in the btc address.

Step 1: Goto https://www.bitaddress.org/ move your mouse/type in the field until it shows 100% and wait a second.
Step 1.5: Optional but highly recommended. Download the page, verify the download and run it locally^*.
Step 2: Click Vanity Wallet click the Generate button next to Generate your "Step1 Key Pair"
Step 3: Reply to this thread with your public key and the prefix for your address. Save the private key somewhere safe. You will need it later when I generated your partial private key. Also, let me know if your preferred prefix is case sensitive, or any case is okay (the latter is much faster)
Step 4: Once you received your partial private key, go back to bitaddress.org and click on Vanity Wallet.

I guess this is it! It's got a thing to do with the specialty of the block and maybe some other reasons unknown to us now but, won't totally be for the fun of it. The message itself could be another unique way to mark the block and who knows, it might not the message be attached with some sort of importance in the later future. We all know how some art antiques are this days and with blockchain technology evolving to almost every sphere, someone might has seen an opportunity in this for which the rest of us are yet to know off or attach some value.

This has been answered but the main reason for the ridiculous fee is to ensure that there's a very high chance that it'll be displayed on top of all the transactions in that block (after the coinbase txn).
But as you can see in block height 666666, it failed to do so: 666666.
There's a transaction with similar motive (suspiciously an add) that beat it.
