My current wallet version is 3.3.8, Windows Installer downloaded on desktop.  Each time I open it, there is a message at the bottom that upgrade to 4.0.9 is available.  I have gone through the process at least 6 or 8 times, going through the link that opens when I click on the notification that the upgrade is available and selecting Windows Installer.  Each time it says that the upgrade is complete.  I close the window.  Each time it shows the name of the icon on the desktop to be Electrum 4.0.9 and in every place there is a record of this download it shows that it was 4.0.9.  Yet, when I open the wallet on my Windows 10 desktop and log in, it still shows version 3.3.8 with the note that upgrade to 4.0.9 is available.  The computer has been rebooted.  Any help will be appreciated.

Does the link take you to electrum..org?

There is a malicious phishing message attached to old versions from a server which you may have been a victim to.

Let me ask if the Electrum 3.3.8 is a portable version?
If yes then the 4.0.9 is already in your system you must look for .exe file and make a shortcut on your desktop.

Or if the 3.3.8 is not portable you can uninstall it first before you install the latest version but before you install make sure that you have wallet file backup that you can find mostly on \Users\YourUserName\AppData\Roaming\Electrum (or %APPDATA%\Electrum). Once you have the backup wallet you can proceed to uninstall 3.3.8 then download the latest version to the original electrum website this is the original one https://electrum.org/#download be careful on fake Electrum websites.

After you install you can now import your wallet file to the same location (\Users\YourUserName\AppData\Roaming\Electrum) and then open your wallet or use seed backup if you have.

Then try to restart the PC/laptop again let's see if your the Electrum version still the same after reboot.

Sounds like the 3.3.8 is a "portable" version or possibly the "Standalone" version of Electrum.

If you've already run the Windows Installer (several times by the sounds of it), then Electrum 4.0.9 should now be installed in "C:\Program Files (x86)\Electrum", so you can easily check and confirm if it is there.

When you right click the icon on the desktop that you're using to start Electrum, and select "properties", what is the "Target" that is displayed? Huh It should say:

If it says something else, what exactly does it say? Huh

My current wallet version is 3.3.8.  Each time I open it, there is a message at the bottom that upgrade to 4.0.9 is available.
At the bottom of the Electrum window, the message appears because you activated the Automatically check for software update option in the Electrum preferences.

 

I have gone through the process at least 6 or 8 times, going through the link that opens when I click on the notification that the upgrade is available and selecting Windows Installer.  Each time it says that the upgrade is complete.  I close the window.  Each time it shows the name of the icon on the desktop to be Electrum 4.0.9 and in every place there is a record of this download it shows that it was 4.0.9.  Yet, when I open the wallet on my Windows desktop and log in, it still shows version 3.3.8 with the note that upgrade to 4.0.9 is available.
Try uninstalling Electrum version 3.3.8 first. And just in case, make sure you have a backup seed from your previous wallet. Also, make sure that the OS you are using supports the latest Electrum version to be installed.

How do I upgrade Electrum?

Warning: always save your wallet seed on paper before doing an upgrade.
To upgrade Electrum, just install the most recent version. The way to do this will depend on your OS.
Note that your wallet files are stored separately from the software, so you can safely remove the old version of the software if your OS does not do it for you.
Some Electrum upgrades will modify the format of your wallet files.
For this reason, it is not recommended to downgrade Electrum to an older version once you have opened your wallet file with the new version. The older version will not always be able to read the new wallet file.

Any luck? Did you figure out exactly what it was that was causing 3.3.8 to keep opening? Was it the icon pointing at the wrong executable? Huh

Thank you.  Never did figure out what was wrong.  It finally upgraded.  After upgrading the wallet (Windows Installer) to 4.0.9 from electrum.org, using the link in the wallet, I received the following error message when attempting to send funds.  I have never encountered this message before. 

The server returned an error when broadcasting the transaction.
Consider trying to connect to a different server, or updating Electrum.

Possibly you have connected to one of the "bad servers" that are trying to phish users into downloading fake versions of Electrum by sending fake error messages saying "you need to update to this version from <fake-electrum-website-link>" etc. The client was modified so that instead of showing the error messages verbatim, they only show specific errors. If they get an error that they don't recognise (ie. fake error from bad server), they give the "unknown error" message.

If you go into the network settings (tools -> Network)... then right click on a random server in the list and select "use as server"... then try sending your transaction again.

NOTE: You might need to try a couple before it works. Unfortunately, there are a lot of these "bad" servers Undecided
