Please don't do that. I understand what you are saying, and it is a problem, but disabling signatures in off-topic will just cause the spam to flow over to normal sections of the forum. I would rather have it contained and deleted there, than seeing it everywhere I go.
Additionally:
1. Those who spam the off-topic believe they can rank up just with activity points. Tough luck, it doesn't work that way.
2. At least half of the signature campaign managers don't accept posts in the off-topic sections. I asked them. Therefore, signature participants wont post in off-topic areas to fulfill their campaign requirements most of the time. Parts of the quoted post is in Croatian, but the quotes from the managers are in English, so you will get the gist of it.

Regarding Off-Topic posts in local. As a rule of thumb, if the campaign denies off-topic posts it will extend to local off-topic posts too (I've done so with the German off-topic section for example).

For the current campaign under my management that's 777coin and bitvest, since post made in most part of the forum including off topic and local board are welcomed, they'll be counted but for future campaigns, that'll depend on what the advertisers want.

Right now, I count all posts in Local boards (whether it's Off-Topic or Altcoin boards). This could change at any moment though.

Off topic is off topic, whether in local board or English boards IMO.
3. I can't speak for the rest of the off-topic local boards, but the Croatian section is very clean. We recently got new sub-forums (off-topic being one of them) and the active members took the initiative and moved their own threads to the correct boards. When discussions start to go a bit off-topic,
dkbit98 and
marlboroza jump in and get people back in line.
It should be the responsibility of all members of X local board to keep it clean. If certain sections are known to have abused certain privileges in the past, I would suggest patrolling those boards a bit more or employing a local mod to take care of the rule-breakers.
Let's face it, we will never be able to defeat spam entirely. But, we can contain and fight it in places of less importance.
