5 or 6 years ago, only about 95% of the coins announced were shitcoins or outright scamcoins.  Now it is impossible to even find something worth investigating.

Is there some forum somewhere that is (a bit) moderated that may filter out some of these obvious shitcoins/scamcoins?

There are other forums dedicated for altcoins but moderation or filtering is more or less the same. About 95% of ANNS here are probably posted on those forums too. Perhaps you'll find Coingecko a better source if you're looking for potential coins/tokens.

How do you define a shit/scamcoin?

This is where it gets difficult.   Do you have a set of rules to identify a scam, or do you want someone or a group to judge on an individual basis?   Unless you have an algorithm, no such list can exist.

Sorry but probably this is the decent one you could rely on. Some forum are literally focus on altcoins and talking about filtered there is one called altcointalks forum with a lot of discussion about different coins. Actually they segregated some topic per major coin which is a good deal however can still saw some spam about those topics.

Their announcement is also similar here so I guess nothing can deduce from it.

Well if 90% of the projects Launched become scam then there is no wonder that most of the projects announced in such section and you know scams are not moderated here so users are at their own risk if they want to invest in such things.

Actually for OP? why need to Look for tons of scam new project when there are much more legit Coins that existing ? this is the problem if we are greedy that wanted to look for easy Money and that is why Investing in new project is what they wanted.

It sound like a compliment that today the community has a large selection of potential altcoin to choose from. Is it true ?
@witcher_sense has done a fair amount of investigations into the altcoin scam project and I have seen him continue to find something that was reported on Scam Accusations board. He doesn't get all any shitcoin projects or scam on the forum, I've also seen him find something on an ICO ranking site or the like.
Check the thread and maybe you will find something you are looking for there.

IEO and DEFI or something yet to come for future so serious projects may not waste their time with free promotions so once you find a project is legit then look for their ANN at bitcointalk, don't take the ANN too serious in 2021.

This is one of the bad effects of democracy/free-speech that is allowed in this forum. You have to be the judge of whether a project is a scam or not. You are responsible for your money and nobody will baby-sit you for that.

Still some outright scams get called out in the "scam accusations" section of this forum. Even if the project that you are looking for is not there, you can very well be sure it to be shady at the very least, if not scam - why? Because the altcoin market is like that only.

Is there anyway that such operation can be carried out? Is there any way to forsee that a project will turn scam? Sorry to say friend your point is meaningless, if it's that easy to identify scam projects why are you seeking for a forum or platform that can filter scam projects? Anyways good luck with that cos you aren't ever going to get such

There is no way to identify a scam project unless they leave behind a clue themselves, some fake devs use stolen identity and people who can do deep research will burst them easily but there are some scam projects that don't even smell like scam, how about those ? The risk of investing in crypto will always be alive cos we are all dealing with different type of people, some wi have good intent and many will have bad intent because money is hugely involved.

The best thing to do upon searching is to choose those new coins or tokens which didn't conduct a bounty campaign here since most of that coin have future since they are mostly well funded by the developer especially if they are projected to be listed on binance exchange.

Also don't hodl those new coins since the are prone with dumps and the best way to deal with it is sell if you are in profit then buy them when it dumps.
