You mean buying and selling PayPal/Western Union accounts?
As fare as I know this kind of thing is not allowed here because PayPal and Western Union may require KYC and therefore anyone seen selling them will be assumed to be selling hacked accounts.

Since he/she mentioned "transfers", then most likely is an exchange of some sort that involves those payment methods ^{[not a request for buying/selling accounts]}.
