There is one time I have my service thread got locked -- maybe because of my repeated "bump" in one day, but I still managed to unlocked it.

After the moderator or administrator closes the topic, the creator of the topic can not unlock it. If the creator tries to unlock the topic, he will receive a message:

Maybe you are missing something. As far as I know if the mod lock a topic the the topic creator can not unlock it. It happened to me in many occasions.

The question will be good to be answered by one of our moderators, mprep answered the question by meriting Xal0lex's post and the screenshot he posted. If the mod locks a thread, the thread starter can't unlock it. It wouldn't make much sense if he could. That would even out the decisions of mods and those made by regular users. The mod locks it, who cares, you just unlock it again. But if you contact someone from the administration team, there could be an unblocking method, like you suggested, that would allow you to reopen your thread if the staff gave their consent.

A user can lock and unlock it themselves but it would be abused if a user can unlock it themselves once a mod has done so as they'd just reopen it again if they disagreed with the decision.

Probably off topic but wanted to ask this, when a mod locked a thread the user cannot unlock it which I know personally but when a mod moved a topic to the appropriate section the user can bring it back to the section where they wanted to be which is also supposed to be not possible to stop the abuse.

That is different because in certain cases one thread could potentially be posted in two different sub-forums. There are examples of beginners asking questions in the B&H section about a particular wallet or software. But, such a discussion could be fit for the Wallet software board under Development & Technical Discussion. But they are also acceptable in B&H. Sometimes they get moved, in other cases the admins leave them alone. Mining discussions are a peculiar case. The moderation in the mining board is very strict, so you can see them all over the place. Another example that I have noticed in local forums is that admins can move/merge/delete certain threads or posts because they don't know the local language, so they move them to the wrong section. One thread from the Croatian board was mistakenly moved to a completely different local section by mistake a few years ago. I can't remember the details right now. That's why it is a good idea to allow users to move threads elsewhere even if admins think otherwise. It wouldn't be bad to consult a staff member before doing it though.

But is it okay to move the thread back after that section mod moved it to the appropriate section, and the answer was given already by Global mod which may get them into a temp ban if they found doing it multiple times. But local board is bit different and it is very rare to happen even though if a thread was moved to a wrong local board then the local mod of that section can move it to the right section for that we no need to give permissions to the users itself which can be potentially abused.

This is one good discussions about lock and unlock feature by both user and admin that I learn. I never knew of this until such being ask. Other than that the move topics feature is not being limited to the user which probably had been move by the admin. This is a valuable information I get from you guys.
Anyway, I think @Pmalek was right when Mods does not know the language of the thread being used could be very difficult to distinguish in which section it will going to fit. It would be much better if move feature will be given to the users discretion on which section does the user think it will going to fit. The mods can freely leave the user the power to move topics even if it has been previously move by the Mods does not mean that there is an abuse happening because the topic will not likely affect the audience view capability to reply.
Moving topics are just some sort of management to organize where it will have greater audience and to get more attention it needs while locking and unlocking topic feature should be limited to the user to minimize spam posts in that thread. Ideally thread with 3-6 pages are already taken out the point by some good users and can be already be subject for locking the thread. However, other threads take up to 20+ pages in which most of the contents are already taken, just spamming and nothing else you could get from it.
