If there are positive changes in the project of an altcoin and this leads to an increase in demand for it, then of course, such an altcoin will grow in price in any state of the cryptocurrency market.
I would actually like this to become the norm, because the rigid price adherence of all altcoins to the bitcoin price is pretty boring.

I don't find any altcoins after the price of BTC has fallen, they still hold their highest price unless they were doing some development and gathered some investors for different reasons. Most of the time when the price of Bitcoin has fallen to the bottom, the market is called the red market since the other top Altcoins are following its demise except the stable coins. Nowadays we don't see such a scenario anymore since good things are flowing in the bitcoin industry and it affects the crypto industry in a positive way as well.

Obviously when you say bear market that means that the market is having its down fall regardless if that is bitcoin or an altcoins so there is a very small possibility that some alts can have a pump but not massively.

It depends because indeed there's a significant difference between BTC and alts.  But yes sometimes alternative coins make a different movement when bitcoin across the bear market but it depends on the situation.. For example on this current situation.. As you see bitcoin still making good progress but at the same time some of the top alternative coins in the market doing the same thing as well.  So not all the time there's an opposite direction when it comes alts and btc. This is why scammers are always trying to find the next big thing that will overtake this market, they are always looking for something to try to scam people and at this time it seems NFTs are their answer, there are some NFTs that could be worth a fortune in the future, especially real works of art, but the things people are selling with the excuse of NFTs are ridiculous.

They are literally skipping the step of trying to convince you they have something in the future stored for the coin they are creating, they are going straight to the jugular by just asking money for something that is not even theirs as I have seen some people selling the posts of satoshi on the forum which is something it does not belong to them and yet there are buyers for it.
