Sorry that lately I am not much active on the forum which means I am missing a lot of information and need to catch up with a lot of updates. But excuse me.

I just found out that TɘdꙅᴎikbA* has an active ANN which has created on March 06. Looking at it and seeing how the brought accounts are meriting and bumping the thread shamelessly, I feel so helpless and thinking myself that are we not allowing a group of scammers to scam more people? I guess we are.

Haven't we seen a lot of users to get scammed by them already before they publicly announced that they are leaving the forum that the forum has not treated them well and things like these?

Theymos and the mods have their hands a little tied when it comes to deleting such threads. The already have a forum moderation policy that is purposely designed not to cater for scams and disputes so starting to moderate them will be going against their policy. The adkins story is Just like you have seen the BSV scam and the shill. You can't stop them from shilling .

The best we can do is identify all the shills and then have them tagged and flagged. Those who are keen and have the eyes will see the warnings.

Even if you do not take into account the fact that the administration of the forum does not moderate the fraud, the staff has the right to follow their interpretation of the rules. Therefore, if someone publishes a list of purchased accounts, with strong evidence that those accounts are involved  in ANN Bumping, then the Adkinsbet thread will be deleted. Without any interpretation, it will be possible to refer to the rule below, (in particular, this case and this group of accounts can be viewed as those who act on behalf of Adkinsbet, creating artificial noise).

You can do giveaways off-site and link to the giveaway page in a thread, but you can't give people any bonus for replying to your thread.

But on the other hand, guided by the rule that refers to the right of "interpretation" ^[23], it is possible to challenge the deletion of the thread, (citing the fact that Theymos had made changes which negated all bumping efforts). In that way, you may prevent the users who will create thread but what about already created thread? No one registered here start with 5 negative tag. They can create self-moderated thread and later, they can receive 5 negative tag. So, what will happen to that thread which already have been created? May be auto disable is the option but that doesn’t best suit the current forum rules of not moderating scam.
I think all the faults are the users who use this shit. See, the thread started has been tagged, now if someone doesn’t check that or if they don't care the pop up which clearly states that adkinsbet can be a scammer, it’s their fault. You can't prevent that. Their are some noobs who have no idea how things work, they believe everything they see internet. You can't prevent this group to be scammed.

Scams are not moderated here,which is hard to accept but that is the truth. Well the DT system can save the people from the scammers and actually more DT members should concentrate on finding these scammers and tag them instead of leaving rating for their own personal reasons.

Another useful thing is flag creation which will surely gives a red sign warning on every thread created by that user once it got the enough support.

In a nutshell scams survive in the online world because no one wants to be an online police and try to punish them - I wrote once long ago that I could compare it to the real world in the following example : A man scam, say, 10 000 people and steals a total of $1 million - instead of being punished and imprisoned, he gets a T-shirt that says scammer as a warning to others - we all know that T-shirts are the same as tags or flags, throw away a T-shirt or create a new account, you are free to scam again.

How many people have doubt that adkins are not scammers?
When we all are 100% sure and it was proven that they are scammers then why we still show this play-card that scams are not moderated so let them continue with the thread they have.

If they create a new thread then report it to the moderator and suggest them to lock it. They can lock the current ANN thread too.

Watching with regret that the same group of users are bumping the thread with the same garbage. Other day I reported the tread by requesting to lock it to the mod but no response yet.

I have noticed that the site was increased with a new feature that people can refresh their balance. that was something that was missing before, so i think the team from Adkinsbet did a good job by inplementing this feature.

Maybe they did not pay any attention into it before. Either way it is good that this function is now available so users can update their balance with one click on the button.
Tomorrow we have the Formula 1 race with Verstappen way ahead the obvious favorite to win the race. Let's hope we do not have any covid cases.

I just read the news that Verstappen was the fastest one again in the last free training. Could it be a trick from the Mercedes team? since we do not know if they give everything with their engine.

You got your answer through the fact that your report wasn't handled by the admins and the thread is still there with all the posts. The best approach is to find things like multi-posting, off-topic replies, or low quality posts and report those. That stuff is against the rules and will be deleted by mods if reported. I am not sure if there is a rule about creating fake conversations by the same group for the sole purpose of bumping threads. But if not, that should be added. If an entire thread page is covered with posts of the same group of users and that same group dominates the entire thread with unnecessary comments, admins should react to it.

Welcome to Bitcointalk. Or rather, welcome to what it can turn into: I was wondering when someone would start (half-)weaponizing the strong inaction against shady behavior and the lax stance on spamming/trolling about the forum.

The threshold between advertising for a service and segueing into it through a discussion is yet to be rigorously discussed but in the meantime, we can expect a whole slew of these to burst out of the shadows. At least the newcomers to the forum will know exactly what to do due to our comprehensive welcome message that exists.

Not getting a response to your report is a kind of response itself, when you think about it. All you can do is to report posts and that's about it. In some cases they stop with spamming when enough posts get deleted.

I am not sure if there is a rule about creating fake conversations by the same group for the sole purpose of bumping threads. But if not, that should be added. If an entire thread page is covered with posts of the same group of users and that same group dominates the entire thread with unnecessary comments, admins should react to it.   

Unfortunately there is no rule against that. Some time ago I started thread here in Meta asking can those threads with no real conversations and  basically only paid shill be removed, but I never got an answer.. If you check that thread you will see few examples of completely useless and spam filled threads that I reported and of course my reports stayed unhandled.

The only way to get thread removed (from my experience) is if you get a solid written proof that users are indeed getting paid to write on thread. In most cases it happens when some altcoin project organizes airdrop and set comment as one of the requirements and of course published that rule on website/Telegram group. In my opinion it should be extended to bumping services as its pretty obvious to everyone what is going on.

Problem here is that you have to provide some proof that those altcoin projects are indeed paying those sock puppet accounts. So literally you would have to find something like  this on their website in order to get ANN deleted (this was an airdrop case though, but it resulted in ann getting deleted). That kind of evidence unfortunately you wont find from those that hired bumping service.

You can connect as much accounts as you want to as many threads, and it still won't be enough to get ANN deleted, as visible from sheet I made some time ago for that purpose. At least 17 accounts consistently working on at least 14 different threads (there were probably more threads but this was enough to make a point) simply can't be coincidence. So yeah, all you can do really until (if) rules change is to report single posts and thats about it.
