This might sound like a dumb question so please don't take it out on me  Grin , look at the image below that's my rig hashing away on binance pool right now but I'm curious what the ms means, is that the speed of my internet connection or what?

The lower the ms number displayed the better, I noticed that if I'm using H+ internet to mine I get 3000+MS and my shares get rejected but when I switched to 4G+ network the MS number goes as low as 100MS and I don't see shares getting rejected

It's network latency in milliseconds, the time between submiting a share and receiving the acknowledgement
from the pool. High latency results in more stale shares. Avoid wireless, use ethernet. Also if a pool has regional
servers choose the one with the lowest latency.

This is a normal result when using a 4G modem. I have the same results 300-700ms. In rural areas, not bad fast internet, but very cheap electricity. We have to put up with this and use special antennas to improve the data transfer rate.
If this result when using wired Internet, then change the pool, and then the Internet service provider Cheesy
