When you say cheap transactions, if you're looking for a dex then expect that it is also part of the potential high gas fees that you need to pay when you transfer your tokens into it. Coinmarketcap has a list for many dex that you can choose. You just have to go through each of them and look if the coins that you want to trade are listed and supported there.

The best with lots of tokens is probably Uniswap but be ready for the high gas fees

You could check out pancakeswap and 1inch that offer Binance Smart Chain trades with lower fees but liquidity and the number of tokens you will be able to trade in there will be low

You can find so many coins listed there, low trading fees. ANd you can also choose several types of market or trading. There is also future trading.
And about KYC, you can both KYC or not, if you don't do KYC there is a limitation of withdrawal.
I also don't KYC yet in Binance and so far I can still do deposits, trading, and also withdrawal.

I don't think there is an existing DEX for Monero. Most of the top DEX that exists today are operating under Ethereum based protocol which make it impossible for you to find an decentralized exchange for XMR, they are also subject for high fees due to an increasing volume of trades and continuous price surge.
