I'm guessing that user is probably close to reaching his next vip rank or maybe participating in one of those weekly/daily wager races because like you've said there's no good reason to do these type of betting strategy if the main goal was to make profit with little to no risk. On top of that there's also the weekly raffle so that's another possibility for him to go for these high probability bets.

Thats true with two rolls of the same amount the user can get a raffle ticket. These kind of Betting will be mostly done at times of races increasing the wager for the week/month and on level up. Profit making people always try with less than a dollar going for big multiplier.
